A Mixed Method Research Synthesis of Studies on Farmer Producer Organisations in India

Abstract

The government of India is giving the highest priority to the establishment of Farmer Producer Organisations (FPOs) in the country to enhance the income and livelihood of small and marginal farmers. Many studies in the country have analyzed different aspects of the FPOs. An attempt was made to analyze these studies using mixed-method research synthesis, which would provide great policy insights to policymakers and implementers in a short time. About 312 studies on FPOs in India from the year 2000 were analyzed using a well-developed protocol and search strategy. Trends show that most of the studies on FPOs have come after the year 2012. Studies represented all states of the country except four North-Estern states, with a greater number of studies from Maharashtra, Gujarat, Tamil Nadu, and Telangana, which is also in line with the more FPOs in these states. Studies have found a significant impact of the FPOs on members’ crop and livestock yield, income per unit of crop and livestock and technical efficiency of the members. Similarly, the study throws light on various aspects of the performance of FPOs, determinants of joining FPOs, perception about FPOs, constraints related to FPOs and various marketing aspects of the FPOs. Qualitatively, findings from the perception studies also show direct and indirect relations with these. Similarly, reasons for poor financial performance could be explained by some of the constraint’s studies. Insights generated from the study would help policymakers, implementing agencies and other stakeholders to devise effective policies, plans and programs for the FPOs to exploit its potential for the upliftment of small and marginal farmers.
